Work permit refusal

I have completed my graduation on April 2018 and i applied for the work permit at the end of same month on the basis of transcript, hence I think I got refusal because of that. So, my question is that am i able to re-apply for it ? what are the chances of approval ? I live in Ontario province Hamilton city. The Immigration department stated that I failed to provide an official document stating I completed my graduation.

I mean which date?.....am talking about the official letter College provide stating you have completed all the requirements for your graduation....
Also which date you applied for PGWP and when you got your results?

june 15, 2018, I got my letter.
applied on april 26, 2018
got refusal on june 13, 2018

• apply again using your college letter+transcript+ diploma cerificate or flagpole at niagar border or sarnia border
