How do we find employment for him if there is no list of employers looking for employees? I am not familiar with how to even start the search. I am assuming you have to find a job first before you can apply for a visa??

You need to apply for jobs through regular job sites such as linkedin, etc. and hope you get lucky and find an employer willing to go through the process of hiring a foreign worker (the vast majority are not).
