Work permit delayed - How to apply for TRV

Guys,

I need a help.. My work permit is approved on 24th Nov. However, i did not receive it. But, i have plans to travel for this christmas. Can i apply for my TRV with approval email or do i need to wait till i get my work permit letter.

Please advise.
