Work permit application for two different employers at same time

Hi,
This is Very important question and it would be great if somebody can answer soon.
My friend is working for a employer in Canada. His current employer refused to extend his workpermit so he searched for new job.
He got offer from first employer who applied a new LMO for him and got positive LmO. Work permit application is pending with CIC.

Now he got another offer from second employer extremely better than first one and he wants to go with them.
So my question is can he apply for work permit with second employer as well while the first application is in progress?
Basically can two work permit applications be filed without any problem?

To the best of my knowledge he is allowed to have multiple applications in process.

Or he can withdraw the first application and submit the second one. If processing has not started on the first application, he'd be eligible for a refund of the application fee.

Where can he get the confirmed information on this? In my also he should be able file 2 work permit applications but i can not say it 100% as you.
