Thanks JB and Raja for your kind information. One more question that if the VO not ask for Police clearance from here. I should take the police clearance before I leave to Canada.

In my own opinion, If a classification falls under 0, A and B; yes you can get a police clearance prior in leaving KSA. Reason is that you can ask your employer to nominate you under PNP. Validity of Police clearance is one year and submission of requirements may also fall within this period. A risk with minimal investment cost on your behalf.

But normally, you have to wait for your VO to request police clearance if you are applying for permanent residency.

what i learned is that police certificate is good for six months, and after that you have to get a new one for applying PR in Canada. So if we are not going to apply for PR with in six months, the certificate would be no use. And if some body is having problems getting a certificate from any country, it is not a dead end. The Canadian immigration would give you a chance to explain your situation and/ or would refer you to a agency who can help you to get a certificate from concerning country. But worst come to worst this would not be a close street. BUT PLEASE DOUBLE CHECK.

Also i heard that its better to take tha no traffic voilation letter from the traffic police office. Then you will eligible for direct 2nd level i guess G1 licence in canada. I heard some where so thought sharing with u all.

According to my personal experience, it is different from state to state. some states would allow you give a test for G class if you have any valid license from any country. But some would require you pass G1 first, even if you have a license from your own country. And when you said no traffic violation record, for those people who did not get this, it is your driving record. Because in case if you license is expired by the time you are in Canada, then you have to provide that record for your license to be accepted. But in most cases if your license is valid, then no record is required. Taking a record would help you to get cheap car insurance for sure. And if any body is planning to buy their own car, I strongly suggest to take a record, especially if it is clean, cause car insurance would be a big expense.
