Work Experience Query - Confused in Canadian Work Experience and Aboard Work Exp

For this post, I am referencing this calc. :


cic.gc.ca/english/immigrate/skilled/crs-tool.asp

Candidate profile is : 1 year exp in canada, no exp. in home country

Thus, for question 6.1)
"In the last ten years, how many years of skilled work experience in Canada do you have?"

Candidate will select 1 year...

and for question 6.2)
"In the last 10 years, how many years of skilled work experience do you have?"

Candidate will select 1 year or 0 year ? Candidate has exp. in Canada in NOC level A job but no exp. in home country..If candidate selects 1 year (as cand. has overall 1 yr of exp) then how came candidate is getting points for following :

Foreign work experience

A) Official Language proficiency and foreign work experience = 25
B) Canadian and foreign work experience B) = 13
Subtotal = 38
