Work experience -Free lancer -self employed or employed

Hi all.I need help with respect to my work experience.I have 10 years of full time employment work experience from 2003-2013.This is enough for FSW.But for provincial nomination they need work experience of 2 years in the last 5 years.For this I have been a free lancer consultant for an insurance company in India.I was paid on hourly basis for my services rendered .But this also was like a consultancy offering services to any company .I complete my 1560 hours of the needed work experience 2013-2017.But do I fall under the self employed category?Can I still apply under FSW category?
