hi guys,
we have 460 crs when primary applicant declares 4 years of foreign work experience
but we find it difficult to get work experience letter for the first 2 years .

Is it ok if i declare only the last 2 years of work experience from current company because it's easier to get reference letter from the current company. With this i achieve 440+ crs points which is above the ongoing cut off

Yes it's fine.
Once you receive ITA, add the remaining 2 years to the personal history section of the application form and there's no need to provide reference

While creating express entry profile , do j need to state 4 years of experience or just last 2 years of experience?

You should add this where these two years (without experience letter) do not add to your points. I would say keep this two years but add the remaining two in personal history just in case you are able to get experience letter latter.

No, you only mention the number of years your are claiming points for.

No unless you feel it's necessary or have something specific to explain, no need for reference letters either
