Have a question: My fiance and I are planning to get married. She is a Canadian Citizen living in Canada and I am Jamaican living and working in the US. If we get married in Canada and submit the application for Permanent Residency and spouses - can I get temporary or any kind of work authorization in Canada while waiting the 15-17 months it takes for PR process to complete?

If you submit an inland application and include an open work permit application as well - then you will be able to work once first stage approval is granted. First stage approval is currently taking six months assuming there are no issues with the application.
 
You have to be inside Canada in order to apply inland. As you are living in the US, you will need to apply outland. If you are legally admitted in the US for 1 year or more, you can apply outland via US VO.
