Hello all,

I recently applied for a PGWP. I just graduated from a nursing program and was required to complete a 3-month practicum at a hospital from May to July, and for that I got a co-op work permit which states that my employer is my university. Both my co-op work permit and study permit expire on Dec 31, 2019. The hospital that I did my practicum in want to hire me afterwards but they say that I can't work until I got the actual PGWP in hand. But IRCC website also stated in their PGWP section that "you can work full-time until we make a decision on your work permit application" if I meet their 3 criteria and I did. I have been discussing and going back and forth with my manager, the human resources and they also included a legal counsel for HR in the conversation and legal said that I can't work until I got a new permit because the current work permit I have (the co-op work permit) says that my employer is my university so they consider it as an employer-specific work permit. When I explained that it was just a co-op work permit valid for co-op work only and doesn't apply to this new offer of employment, and that I should be able to work while waiting since I'm also a student applying for a PGWP, they disagreed and kept their ground. The conditions of my co-op work permit are: must leave Canada by Dec 31, 2019 and not valid for employment in sex trade. Remarks are: authorized to undertake employment which forms integral part of studies as certified by the educational institution and employment practicum cannot form >50% of the total program of study.

So is what they are doing correct? And if I'm right how can I prove this and go on in this situation. The current processing time is 103 days and that's too long to wait for work so I'm just hoping to change the situation around. Thanks so much!

But your study permit won’t mention employer name !!

So use your study permit to show you’re allowed to work as per IRCC regs.
 
Your SP is your primary document, get a job based on that document.
 
Yes I did, I provided them both the study permit and co-op work permit and they did acknowledge that I also hold a status as a student but their reason is that this is an employer-specific work permit and has its own restriction so they can't do otherwise :( I actually sent IRCC a question regarding this using the Web Form in Contact Us, I'm hoping that they would have some useful advice.
 
I wonder if I hadn't provided them with this co-op work permit, would it have been different, or would it violate any regulations, I just don't think co-op work permit is an employer-specific work at all, because if it were how were I able to do practicum for 3 months at this hospital with this same work permit that states my employer is my university, the reasoning is just off but it's me vs the legal counsel now and it seems like all of them are done with this conversation lol
 
They are wrong but a lot of employers are ignorant like this and want the actual document.
You should consider doing a flagpole to get pgwp immediately.
