Withdrawal Of PRC Renewal Application

Hi Guys!

I was wondering if a PRC renewal application after it's initial review by the Sydney office is sent to Secondary Review, could it be withdrawn for one of the permissible reasons listed by the IRCC during this stage? Or by what time it could be withdrawn with refund or without refund of the paid fees?
