Hello,
I applied to sponsor my mother and my step father. The step father comes as a family member (dependent) of my mother.
If he suddenly changes his mind and is not willing to move to Canada anymore, can he withdraw himself from the application? Will it affect my mother's application?
Will he still be required to pass medical exam?

He can change to a non-accompanying family member.

However he MUST still be declared in the app, meaning he must take a medical and do police checks. If he fails either, it would cause your mom to also be rejected whether or not he intends to move to Canada or not.
 
I understand. What happened if they separated while waiting for PR. In this case he will still be considered as a dependent and will have to pass medical exam or he can be removed from the application?

Why is this? I am being sponsored by canadian wife and on the forms I had to fill out the information of my mother, father and brother however they have not had to do any medicals or whatever. I am currently awaiting landing interview and CIC hasn't contacted them or mentioned them to me at all. Maybe this case is different?

Yes, this case is different. Your parents or your brother are not considered family for CIC. Family(dependents) are your spouse and children.

If they separate (so get a divorce) then he can be completely removed from the application.

OP is talking about a parents PR app, yours is a spousal app. They are completely different.

I applied for spousal sponsorship for wife and her daughter (my step-daughter) as her dependant. How can I remove this dependant from my application and the remaining application to move forward as usual

Why do you want to remove the step-daughter from the application? How old is she? Does your wife's ex-husband have sole custody of the child?
 
She is 19 years old and studying back home. I don't feel it is the right time for her to leave studies and come to Canada. And can be sponsored later by myself or her mother when she herself becomes a Permanent Resident. There are no custody issues

You can claim her as a non-companion dependent, but you cannot remove her from your wife's application. Either way, your step daughter needs to pass the medical Examination. If, just if, you can remove your step daughter from your wife's application, your wife or you will not allowed to sponsor her forever.

Then you are not removing her from the app. You would simply change her status to non-accompanying dependent. It is mandatory though that she must still do the medical exam.

How can I do this? - Can it just be done online
