Hello is it possible to withdraw your study permit and apply for a pgwp instead. I was supposed to take another program but I want to apply for pgwp instead

As far as I know, as long as your last study period wasn't over 90 days ago. You can only apply for PGWP up to 90 days after graduation/course completion.
