with all the changes of immigration rules, what is now the fastest and cheapest way to immigrate to Canada?

also give how much money I must spend for everything.

The fastest way to immigrate would probably be to apply under Canadian experience class or to be sponsored as a spouse but for any immigration class, you first have to qualify and getting to that point can take a long time. Getting your permanent residency in Canada costs around $1,000 but you will also have to pay other fees for example for medicals, photo's, notarized documents, translations, IELTS etc.

First go to http://www.cic.gc.ca/english/immigrate/index.asp and check what immigration classes you qualify for. Then you can compare between them which one is faster/cheaper.
