do you mean self- attested? If yes then it will depend on the university, better ask them or ask someone who got admission there.

college doesnt required attested copies. scan your original copies and send.. that will suffice.. but it should be in english

depends on where you are applying and also the country from which you are applying, in my case they asked for Notary attested transcripts (applied from India).

yes depends on college, but honestly my college asked me for notary attested copies from india but no such rule for my fiancee who applied from France in the same college.
