If it is unlocked I would assume so as long as you can get a sim card for it

Check the band frequencies of the carriers then see if your device frequency is supported.
I had Samsung Note when I moved to Canada but the device didn't work with a Canadian SIM cards so I had to buy a new phone, It was back in 2012. Not sure how things are these days..
