I don't get it?

why visitors, student visas are given such high priority and processed in less than 1 month?
visiting a country for leisure, fun, vacation is a high priority?

why family sponsorship, pr's visa etc are given less priority? why they neglect such an important family relationship and put us in hold for months and years?

what's the catch? what's the real reason behind it?

I can understand your frustration and to answer your question it's because Visitors and Students don't qualify for any form of benefits and they are usually only in Canada for a finite amout of time. Get them in get them out - would you go to a place on holiday if it took you 18 months to be approved for a visa?

PR processes are longer and more complicated as the cost to the country is far higher. Some people like you would only like to sponsor they wife and children. Others may want to sponsor wife, children, parents, parents in law, brothers and sisters. this takes a lot longer to review etc.

And yes, people coming for leasure and education are sometimes given a priorty as they are bring money and revenue to the whole country.
