What happends if I am rejected the PNP, will they refund the 1500 CAD ! so how do i go about to apply for PNP now. can i just withdrew my application from the pool and redo the same thing and wait, is that right !

No they do not refund, it is an application processing fee it is not a fee for the PN itself which does not cost anything additional.

I think you should recreate the account and make sure you choose Ontario among the provinces you are interested in immigrating to and they will send you the letter of interest in a few days or a week or so i think.....check the threads for OOPNP, they will have more info about the current situation and timeless of the process.

When should I make the fee 1500 CAD, at the time of the PNP application or during the process. I ask this just to know in case if i only have to pay at the middle of the process before which I get an ITA. I guess otherwise even if i withdraw the application for PNP, they wouldnt pay back the fee !

You have to send the payment with your application and it is non-refundable.
