So, they hire and axe workers in 4 month cycles, to avoid making them part of the union?
It's ridiculous because that means new hires will never get enough experience to work reasonably.
Why do they do this? Because CIC is ridiculous.
To them, 9 extra months of backlog is just 9 extra months of early payments. Maybe they need 9 months additional advance pay to make the system stay afloat.
Since they don't require you to be outside of Canada to apply outland, the sole purpose of a 15 month disparity can't possibly be only due to family reunification. Possibly 8 of those 15, but not all 15.
