Why is my online study permit delayed

I applied on 11th april for sep intake status is only " Medical Passed" and no updates after that.

Can anyone tell me why is my application delayed, generally ppl get it within 2weeks.

I have applied online from Singapore without medical or police clearance certificate on March 26th and the only update is status changed to open. I didn't even received any notification for medical. How to check with CIC on this issue?

I was supposed to do biometric, had which be taken into account on Feb 29th.
After that, I had just one update on Mar. 1st.
