Why is a "A list showing the number of people in the inviter’s household" for supervisa?

I am in the process of applying for my mother to come to Canada on Supervisa. In the checklist for India, it says provide "A list showing the number of people in the inviter’s household". Does anyone know why this is required? There is only me and my wife living together.

You are two members in family and inviting your mother on super visa. So your family need to meet LICO for three persons.
