wHO CAN PAY THE RESPONSIBILITY

I am a international student who is studying in Canada, about a 45days ago, i applied to extend my temporary resident visa ONLINE. On July16th ,i got the passport request message,and then i sent it to the embassy of canada in New York by xpresspost. It cost me about 26 dollars and they promised that it only takes 4business day to deliver. However, when i checked the truck of package. It shows when the document arrived in USA. Someone check my package for 7days. and today the package finally arrived the place which took 11days. And i need to take the plane on August2 which means i have to change the flight time. But i don't understand why did they checked my mail for such long time. And who is gonna pay the responsibility.

1. If you are already a student in Canada, you must send your PP to Case Processing Center in Ottawa.
2. Clearly mentioned, you must apply for TRV at least 2 months in advance.
3. Clearly mentioned, you must send your PP by mail right after applying online. You do not have to wait for the formal request.
