When you say pre-approved, can you elaborate?

Unfortunately I have a feeling you are getting confused.
Unless you have a student or post graduate work permit, you are not linked to your employer.
If your current work permit is closed (linked to your employer), you cannot just switch to an open permit. You can either extend your current work permit or find a new employer to get another lmo which would lead to another closed permit, like the one you're on now.

I totally agree on this.
If you hold a work permit (closed - means tied in to an employer) you cannot just switch it to open work permit.
If it is expiring, you can apply for an extension or change of conditions which you will need an LMO.

The only way to apply for PR is when you are eligible to the program (e.g. CEC, PNP).
Please click this link for the different PR programs.

What others have said. Unless there's some information you haven't told us - you don't qualify for an open work permit.

i wish it was a easy as you think my friend.

unfortunately there is no open work permit unless you apply for a PR got first stage approval and hold a valid work permit that is set to expire within four years then you can apply for a BOWP(bridging open work permit)valid for one year.
if you are on a student visa and have graduated you can apply for PGWP(post graduation work permit) valid for a period based on the lenght of your studies in canada.
if you have a wife or a girl friend that you have lived with for one year and she holds a closed work permit then you can apply for an open work permit based on her's as a dependent.
other then the cases stated above you only qualify for closed work permit tied to one employer, one job and one location through the LMO route.

you need to be patient if you want to become PR and work anywhere you want otherwise you choose the wrong country lol :)

Couldnt agree more.... ;D Well written and to the point...

OP... "Patience" is the key if you want to live in Canada, be it the VISA process or the living environment (read climate).

If you are intending to work, then it should be Work Permit....

I assume you followed the instructions here: http://www.canadainternational.gc.ca/ireland-irlande/experience_canada_experience/application_guide-guide_demande.aspx But it doesn't sound like it if they are asking if you want a visitor visa.
