Which Visa office

I m preparing my application for Permanent Resident under Family class : Spouse.

I have a enquiry on where to get the Police Clearance Certificate and Medical Exams Report.

>I am an Indian and working in Abu Dhabi since Oct 2010.
>which visa office should I apply to ?

To New Delhi Visa office or Abu Dhabi Visa office?

If I submitting my application to New Delhi office, Is it acceptable to submit the Police clearance certificate from the Indian Embassy, Abu dhabi
and
Medical exams from the 'Designated Medical Practitioner' from Abu dhabi. (As listed in Citizenship and Immigration Website)

You may apply through either office. However, as there are special requirements for persons leaving the Gulf, your application may end up being transferred to Abu Dhabi anyway.
