Which Visa office would be selected

I have canadian PR and am applying for spousal sponsorship.

My wife (and me) are Indian citizens but currently my wife is working as a postdoc in US on J1 visa.

Which visa office would CIC select for processing her application.

Kindly provide your thoughts on this.

It's hard to say. Since your wife's status in the US is temporary, they may decide to process the application through ND. Again, it's really difficult to say.
