Which one is good for ECA?

Hello Dears,
I have talked with two ECA agents CES and IQAS for my papers ECA and IQAS said if my papers failed to ECA then they will refund partial of the payment. But CES doesn't do.

Can you suggest me which one I should choose to go with ECA so that there don't have any miss chance of getting ECA report. Because I think you guys know which one is positive for me.

Try WES. but they do not refund anything

Hi Hitesh,
The problem is WES doesn't do ECA for my institution in Bangladesh. But IQAS and CES said they will review the university it is recognized or not, so in this situation which one I should apply to?
