Hi I previously posted here about sponsoring my German wife. Currently we live in Germany and plan to start her sponsorship process, and we've had some good advice.
We were leaning towards outland because we won't be in Canada until May 2024.
But i keep seeing that outland sponsorship process is getting "nasty" and they advice inland instead.
Is the inland sponsorship faster than outland then?
It is up to you. You can look at the 'tracker' spreadsheets to compare inland and outland by month.

My personal only-partially-informed opinion: will probably be faster to apply now as outland rather than inland when arriving (allowing also for fact that you'll kind of have your hands full with other stuff when arriving, incl documents needed, etc). But no guarantees. Can't guarantee she would get her passport request before she departs for Canada, but chances would seem quite high she'd get the PR faster (including wait for virtual landing) than if she waited to apply next May or June (after arrival in Canada).
Caveat: given the issues in Quebec, I'd suggest not moving to Quebec for the time being.
Tracker seems to show that eg February 2023 inland vs outland: most inland are complete, more than outland, but it's still well more than half for outland as well. March might be better comparison.
Given selection bias and your spouse being EU/NATO country*, I think there's a strong chance it'll just get done quickly either way. (As you say you're already marreid and living together, that's another factor that's usually going to mean easier/lower bar on relationship checks.) On the other side, you'll need to show intent to return to Canada - which could make things longer IF you don't provide decent docs (so, ummm, provide decent docs).
*Selection bias: ETA/visa waiver countries mean there are more 'complex cases' amongst outland, which likely explains some portion or perhaps all of the difference between inland and outland, because significant percentage of outland apps are outland because they can't get TRV to apply inland.
*EU/NATO: police/security checks usually much quicker for residents of these countries (which are all or almost all visa waiver countries anyway, so some overlap between these).
