Which is better for us: Applying for Permanent Visa inside or outside of Canada?

Hello :)

Last month I became engaged to my japanese girlfriend, who currently resides in Tokyo. We have a question: Is it better for her to apply for permanent resident visa inside or outside of my country, Canada?

I need to know which one is better, and the reason why. It is difficult for me to read through all the documents, as there is a lot of information. And my fiancee feels like she is committing suicide by quitting her job and moving abroad if she doesn't completely understand how this all works and what is best for us. She feels if I am unable to help her with this issue then she will not be able to apply for a permanent VISA.

Here is some information about us:

- She is applying for a working holiday visa in order to come to Canada in November for up to one year
- She is looking to permanently move abroad
- We are looking to marry next year, possibly in summer or fall of 2014.
- We graduated in high school together. She was a japanese exchange student then. We were in a relationship for six months but kept in touch since. We kept in touch and this year we decided to get back together and start a family. I met her for and stayed with her for two weeks in May of this year.
- I will be visiting her against in August for a week, as well as October for one month.

So yeah. I'd like her to become common law first, but that would take two years of us living together. I don't feel that is an option for us because we want to marry next year. The next question is how she can extend her trip after her working visa expires. By the time we marry, her visa should be expected to expire, so then how should we go about her applying for permanent resident visa?

I feel so dumb right now. Any help is great, to set us in the right direction.

Job Offer........
Pre-Assessed..
You can not apply to sponsor her until you are either 1. common law, that means living together for 12 or more months as a couple or 2. married.

If she is inside Canada and is planning on staying in Canada by the time you reach 1. or 2., you can apply either inland or outland.

If she is not planning on staying in Canada throughout the processing time, it would be better to apply outland regardless of if she is located inside or outside Canada at the time you apply.

If you apply inland, you can apply for an open work permit for her at the same time and according to http://www.cic.gc.ca/english/information/times/perm-fc.asp around mid page, you see that getting the first stage approval and open work permit may take around 6 months and the rest of the processing to get the PR around 8 months.

If you apply outland, you see at http://www.cic.gc.ca/english/information/times/perm-fc.asp that it will take around 30 days in Mississauga to get approved as a sponsor and after that up to 14 months in Manila, see http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp#asia The 14 months is the time it takes to process 80% of applications so yours might be faster, maybe 10 months. If she applies outland, she will need to apply to change her status to visit visa if she wants to stay after her work permit expires.
