First of all, Canada does not have any States, its Provinces, 2ndly, the ease of getting PR depends on individuals and also their qualifications and experiences and other factors such as language ability. The easier provinces to immigrate or to get PR would be those with a smaller population, the easier one is currently Saskatchewan.

Look up the Canadian immigration and study websites and look for yr own information. Its also for yr own good to learn some independent information seeking skills, especially if u want to study and live in Canada! U will need such skills to start with!

In addition to what abelkwh said about small populations keep in mind you can also be a victim of racism and discrimination, people may tease you by calling you dirty paki or terrorist.

from my experience, its Quebec.

I did my post graduate studies in Montreal, Qc, (3 years total) at university of montreal. I applied for CSQ (the first step for becoming PR in quebec) which I received within 2 months. Its very quick if you have a degree from Quebec and apply under the PEQ program. Check the quebec immigration website for details. They dont ask for lot of documents, not even bank statements. Once you get your CSQ, you apply for the federal PR. Here also, you don't require a lot of documents, compared to the main federal applicants.

Hope it helps

For Quebec, is it necessary to have good French language skills to get PR. And is it easy to communicate there with people in English or do we have to learn French to live in Quebec??
