Where to shift as newcomer as family of 3
With no job
All three as PR
SO WE CAN EASILY MANAGE THE EXPENSES
WINNIPEG OR OSHAWA OR OTHER ?
We don't want to stay in basement.
Where it can be good place

WHERE CAN RENT BE LESS AND WE CAN EASILY GET SOME PART TIME JOB FOR SURVIVAL.

No one can guide you since no one knows your skill set. Usually you go where you get a job offer. Go do Winnipeg...bigger city. No place to get easy job or cheap rent. What is your budget? These are two places thousand miles apart so you have a car?
 
Curnelty I am not having a job and my profesion is regulated and i talked to my field person all says coke first gain some experience then only u can get some work .
But i am thinking if shift at any place where I can share some rent so someone suggested Winnipeg is good as many shift there initially as less expenses so I am aksing reality .
I can do survival job for initial months no issue .

No I am specifically asking for Winnipeg is it good place with less.
I don't have car

I will use public transport so which is better

Winnipeg then. No one can tell you what city to move to. No one knows your work experience, skills, budget etc. Don't know your profession and/or licensing requirements and whether there are even jobs in Winnipeg in that field. There is no cheap city. Maybe Edmonton is cheaper.

As I am online freelance work from which I can make around 1.5 lakh INR THAT is location independent runing from last 3 years so that I will focus and budgets saving is around 18000 cad

Now as talked to some they say u can easily get house in 1400 or 1500 cad in Winnipeg but in Oshawa or ontario u get basement only around 1800 or 1900 cad.

So just want to confirm which is better place any real experience of Winnipeg people or opinions will be appreciated

No one can tell you which city is better just based on rent alone. Comparing apples to oranges as Winnipeg has a larger population. Winnipeg has a bus system. Winnipeg unemployment rate is 6.2% vs Oshawa at around 8. I lived in Winnipeg for many years. May have a better chance in Winnipeg since don't have car. And you say you can easily get a house but not sure what area you are looking at. Winnipeg has some very rough neighbourhoods. Don't think you will get a house for 1400-1500 in a good area. Also factor in all the winter gear you will need. Childcare? No one is going to hire you for just 3 to 4 days.

Your freelance work will be taxed when you file Canadian income tax.

No issue if I can get full time job and then wife can atleast stay at home and look after freelance work

For 1900, one can get a nice 1 bedroom condo in Calgary to rent. Calgary even larger population than the above-mentioned cities.

Realistically a part-time survival with only and some freelance work for one parent is unlikely to be able to fund a life in Canada these days especially as a newcomer. Even survival jobs can be difficult to secure these days. If you are dependent on public transportation where you can work and live will be limited. Winnipeg weather makes it even more difficult to depend on public transportation especially as a family. Coming to Canada without your family at first is probably your best option so you can minimize any expenses and remain flexible until you have secured employment. Securing decent housing at a decent price without Canadian job or significant savings and upfront payments can also be challenging.
