Where to send the FSW application New Delhi or CIO Sydney

According to this page

We are the send our applications to CIO Sydney directly instead of New Delhi our regional Visa office. can any one who has applied confirm this. We are only a few days away from applying.

I didn't apply yet. But i am 100% sure that according to new rule all applicants have to send their documents directly to CIO. (we are not required to send our documents to our visa office at letter stage since CIO will do this in behalf of applicants)
