Hi,

My wife needs to get her permanent residence card. She has already been approved for permanent residence, we just need to go to the border and get her passport stamped and obtain the final documents (we need to "Flagpole").

We live in Toronto, and the nearest/easiest place we think to do this would be Niagra falls. Does anyone know if they can do that there? Or do we need to flagpole at another location?

Also, are there only certain times we can obtain the final documents, or is it possible at any time?

If Niagra Falls isn't good, what's your next best suggestion? We're travelling by train or bus, we don't have a car.

You can do it at the:

Rainbow bridge @ niagara falls

It's right by the falls, where the tourist area is, you can catch Coach Canada from downtown Toronto and take it to niagara falls terminal.
From there take the shuttle to the falls.

From there you can go to the rainbow bridge and walk to CBSA office, they will probably have you go over to the US side to turn around.
Don't worry about US side, they will just return you back to Canadian side with a letter.
The letter is just required as part of the leaving the country sort of proof. It has no negative effects for landing or for future US travels.

I did it back few yrs ago also and it was good, but it was in july.
Now it's cold so dress according to weather, as the walk on the bridge is around 10 mins each way......

Should be able to flagpole 24 hours, 7 days a week.

Make sure she brings passport + COPR.
 
Just to make sure—there are no other documents we need to bring like our marriage certificate? Or others?
