where should h-1b send the application?

i am currently on h-1b status working in the US and are applying for federal skilled worker class under category 1.

i was wondering where am i supposed to send my application. Is it Centralized Intake Office in Canada or Buffalo in New York? And how long would it take to receive a case number after initial submission?

All FSW applications go to Sydney. About 4/6 for response from Sydney and they send it to Buffalo.
