The police certificate(s) must be received by CIC within three months of being issued. They are valid for a year.

does the trip of my wife to my country counts as time we spent together?
Yes of course, as long as you were together it doesn't matter where.

Consult your country-specific guide and checklist. I don't think it's a requirement.

is there anything we can add to our application to speed up the process?
just noticed CIC takes about 26 months from my country.
or can we send our application to some other country like UK (less process time)

Unfortunately no you can't do anything to speed up the process. You can send a complete file including fees, medicals and police checks so that your file will be dealt with as quickly as possible. It is a long process and a game of waiting, be prepared.

You can't just choose any VO (otherwise obviously everybody would do that). You have to choose the relevant VO to yourself. If you are living abroad and have lived there 1 year legally you can choose that VO. Otherwise you will have to go through Islamabad. London VO is responsible for a LOT of other countries applications as well as the U.K.
