Where do I stamp my passport after approval?

Hello all.

So I will receive my CAQ (Québec) in a few days and will apply online for my study permit.

After approval... to my understanding I have to get a TRV stamped at an embassy/consulate/high-comm, since I am an Indian national.

My question is: is there any requirement on where I have to get it stamped? I am currently on a tourist visa visiting another country. Can I just get it stamped at the high-comm here? Or do I have to go back to India to get it stamped there?

Also, just for clarification: the permit, separate from the visa, will be issued by the border officer at the port of entry of Canada right?
