When will the border restriction becomes effective?

The PM has just announced the border restriction a few hours ago and clearly, he has stated that only Canadian & US citizens and PR holders are allowed to enter Canada expects a few exceptions. Does anyone know that when this measure will become effective?

I am a work permit holder and working for a Canadian firm, I will fly to Vancouver within 24 hours and arrive in Canada before 11 pm on March 18th (Vancouver time). Am I able to enter Canada?

You just quoted government policy saying ONLY Citizens & PR’s are allowed in,but stated you’re a work permit holder

I am not sure if the policy has been effective yet or will be effective soon...Is there any place to confirm that?

They specified the time that you would have to board a flight to Canada, but they did not mention that you would have to arrive before 12 pm on March 18th. The boarding time of my flight is at 3 am (EST) on March 18th, would I be right on the truck...
You have to enter Canada by that time since it says it will be in effect, it doesnt say you have to board the plane by 12pm

You check with your airline, KLM for example says they wont allow non Canadians from March 17, today.

The ban refers to denial of boarding, not denial of entry.

For practical purposes, the denial of boarding would apply to:
  • all foreign nationals on flights to Canada other than trans-border flights, and
  • any foreign national on a trans-border flight who has resided outside the US and Canada in the last 14 days.
In simple terms, you cannot board a plane to Canada if you have been outside of Canada or the United States in the last 14 days, unless you are a Canadian Citizen, Canadian Permanent Resident or in transit to a 3rd country.

The measure will come into force on Wednesday, March 18, at 12:00 p.m. (noon) EDT. It would not apply to air crews, travelers arriving in Canada in transit to a third country, Canadian Permanent Residents, diplomats, or immediate family members of Canadian citizens.

Same situation. having Canadian Open Work Permit was visiting UK and heard the news yesterday. Couldn't get any flight to come back. What to do any updates ?? if not yet when it will be possible for work permit holders to return back to Canada?> too much tension

Im at the boarding gate right now. The airlines issued me the boarding pass
