When to submit my mon projet of quebec application?

Hi friends,
I have created Mon Projet of Quebec. When should I submit the application. Should I wait for any particular date to submit? I am not aware of it. To my understand, the date of submission day will be announced and within 10 mins we have to submit. Is it right? When should I pay application fee and how? Can anyone explain please?

The date of submission will be notified by Quebec immigration. Only the first 5000 in line will be able to submit.
