Hi All,

I'm very new here and I've looked at many threads on this topic without any firm conclusive answer to the question on when to apply without FBI PCC (but with LoE, of course). The pattern of responses fall into two buckets:

1. Wait till the deadline (or near to it) and then submit with LoE
2. Submit it as soon as all other documents are ready with LoE

Which is best? What have other senior folks on the forum done in such a scenario?

My timeline so far:

Nov 11: EE submitted into pool
Nov 15: Got ITA (CRS: 444)
Nov 17: Dispatched application to FBI
Nov 20: FBI Received Application
Today (Nov 28): All documents ready except medical report, which should be in hand in the next few days.
Deadline for submission: Feb 14, 2018.

I want to submit when all documents are in place (except FBI PCC). Is that a good idea? Will I face rejection if I don't wait till the deadline?

First, I highly doubt that you found a "pattern of responses" that says submit your application as soon as you have all other documents.
Second, the right thing to do is to wait towards the end of your 90 days and submit the application with the explanation letter to show that have done the required effort to gather your documents which includes waiting for them. Otherwise, all applicants would have applied for PR without any police certificates and ask to submit them later.

These are CIC's instructions:
If you applied for a police certificate, but do not have it by the deadline to submit your online application, write or type your explanation on a blank piece of paper and upload it in the Police Certificate section. You must also upload supporting documents that prove you applied for it, such as a confirmation receipt, payment receipt, delivery notice, tracking number, etc.​
