when to send police certificates?

A little confuse about the police certificates...
Do we need to send them with the application?, or
we have to wait for them to send us the instruction to do so?
About the RCMP... Do We need just a police clearence or a CERTIFIED criminal record?... I went to the RCMP today and all they told me is "to follow the instructions"(sic), but for me the application package is short on this point

The instructions provide a link to this page - you need to read and follow the instructions here -

In general, you provide the certificates with your application, but for some countries that is not possible.

Note that if you read the instructions, it says EXCEPT CANADA. No need to go to the RCMP unless CIC specifically requests it when your application is in process.

I agree they could send it back, you don't want that at all

They will not return the application if you are missing police clearances. If you wait until CIC requests them, however, there will be a delay while CIC waits for the PCCs...

After submitted the CEC application, how long the police certificates will be requested by CIC ? 3months?
I'm a Chinese but lived in France for years.
So with PR application, I submitted a new police certificate from France
but submitted an expired police certificate from China.

Hard to say, but you should start working on getting an updated clearance from China now. It's possible they don't ask, but if they do and you wait until they do, it's going to add on to your processing time...

Thanks Jes_on. My parents are working on it for me now but I'm just waiting to go back to China to get it at the end of July.
Hope they don't request it till then.
