When to apply for PR card renewal

My PR card expires on 12 Mar 2023. Can I apply for renewal on say 12 June 2023? I am in Canada right now.
Which date will my RO be counted? 12 March 2023 or 12 June 2023 when I apply for renewal? 730 days from which date? or the date of landing is also of importance here
I have a doubt that my RO if I apply for renewal on or before Mar 2023 would fall some 15-20 days short as I was stuck back home in the covid times and contracted covid multiple times

Yes, you can apply in June 2023. RO will be counted back five years from the date you apply. So five years back from June 2023 if you apply in June 2023.

Once you pass the fifth year anniversary of the date you landed, the date you became a PR, for purposes of calculating compliance with the PR Residency Obligation the relevant five year period will be based on the date you make the PR card application (or the date you arrive at a PoE if you leave and return and are examined at the border for RO compliance).

Thus, if your PR card is expiring March 12, 2023, and you make a PR card application after that, the five years that count will be the five year period ending the date you make the application.
If you apply April 3, 2023, count the days between April 3, 2018 to April 2, 2023.​
If you apply June 12, 2023, count the days between June 12, 2018 to June 11, 2023.​

Would recommend you add a few months to the 730 days before applying for a new PR card. If you apply very close to the 730 days there tends to be more scrutiny.
