When the permanent resident status starts to count?

Hello, my parents received the letter granting the permanent resident status (they are under my sponsorship) in April 2014, but landed in Canada and obtained SIN on August 21, 2014. Been here for a week and left Canada. Now they are back, on June 3, 2017, and planning to stay forever. But are they still eligible for the permanent resident status and OHIP? I.e. when their residency started counting 5 years - from April or August? Thank you.

The 5 years started from Aug 21 2014 so arriving back June 3 rd they are just inside the maximum time they could stay away but now need to accumlate 2 years at least between June 2017 and August 2019 to be sure to meet residency obligation.. As for OHIP assuming they are now staying believe they can apply now but will take around 3 months before they qualify with their residency to process.. https://www.ontario.ca/page/apply-ohip-and-get-health-card#section-0
