The information you have read is correct.
 
According to most of the agents from the call centre the cut off date will be in the second half of 2015.

That makes Canada day 2015 the earliest possible date.

Unfortunately they still don't want to announce the cut off date officially... so the guessing game is still on.

That is in fact a very good news since I will complete my 3 years in mid May :)

The people who will be eligible to apply until 30.June.2015 are safe and will be processed according to the old rule.

Well, we don't know that for sure. CIC agents have apparently told some people June 15, 2015 and others July 15, 2015. There has been no official announcement other than the statement that the new regulations will take effect approximately one year from the date they passed Parliament and received Royal Assent.
 
That's why I said it in my previous post that the guessing game is still on.

If a person start calling the CIC calling centre, they will say dates from 1st June, 2015 until 1st August 2015. That's big range of misinformation from them.

Nobody knows when they will announce the real cut off date... a lot of people waiting but no clarity.

Hope they will announce the cut off date by the end of next month.
