When should I send out my application?

Dear friends,

I have my paperwork prepared, but I dont know if I should sent out my application ASAP.

I heard there is a certain limit for candidates who could get their paper approved. It's already November, I dont know if approvals have reach to CIC's annual limit. How does it work? Do they count it by the date of stamp or if I send them now and they will consider this as next year's application because I might get my PR next year if I send it now?
