I passed my test on June 18, 2014
On July 09, 2014 copy of my passport requested
I came to know about the requirement from ATIP received on Sep. 2014
I sent the full coloured copy of my old and new passport even though the same given in the interview
Sine the date of the test No update regarding any additional documents ...No RQ ( thanks god )
No oath invitation letter till to date
I believe only those with RQ their case considered Non-Routine and I thought my case supposed to be routine case since I got 20/20 in the test ..the interview was fine ...however, I asked the call center agent today about any update he said not yet ..I told him if six month passed from the date of my test and there was no update can they take an action he said no ...your case is non-routine since there was additional requirement !!! I told him I thought only those with RQ May considered non-routine ..

So is that true? Can any one clarify or advise based on his experience

What is a non-routine application?

An application is considered non-routine if any one of the following has occurred:
you are asked to provide a residence questionnaire, documents proving residence in Canada, fingerprints, or any other additional documents;
we have not received all the necessary documents or the correct fees;
it is unclear whether you meet the residence requirements;
it is unclear whether you are subject to any immigration, security or criminal prohibitions;
you do not meet the language requirements for citizenship;
you fail or are unable to write the knowledge-of-Canada test (citizenship test); and
you require a hearing with a citizenship judge.
 
So a returned application and re submission is considered a non routine too?

This is so grey colour. Consider this : An application is considered non-routine when CIC officer marks it as a non-routine.

That's a good question but I don't think so. I've never heard of a re-submission being classed as non-routine. Technically it becomes a new application since CIC has stopped asking for missing docs and instead returns the whole application.

No. A returned application has not been processed so there is no file, no ecase.. When they return an application it's because it's incomplete so they don't start processing it. When they need extra documents that means they started processing and all required documents were provided but they need more because they're not satisfied and that's when the application is flagged as non-routine.

Amany is a family name. Osama is a given name.
There's nothing wrong with either.

Blueshirt, applications aren't randomly marked routine or non-routine. Check the above post for a list of what qualifies a file as "non-routine".
As for an overview of the system, that is above my pay grade.

Thank you all for your response but I ordered my ATIP twice and non of both copy had a one word of non-routine ..does this give an indication that things may move smoothly ?

Also the only additional document requested is copy of my passport which as I explained had previously been provided in full for old and new passport in the interview with a full translation for all entry /exist stamp ...I am surprised why the same had been requested again !!!

I hope you have sent the copy of your passport as requested. If not send them ASAP. Until they receive your copy they will not process anything.
 
There are two issues here:

1.) What makes an application "non-routine"? Eileen gives the circumstances under which an application is considered non-routine.

2.) What causes CIC to do any of the things that makes an application "non-routine." There used to be a bulletin on that: OB-407 and its various iterations, but it is not clear to me if that still holds.
