What's the highest level education if I did not complete a post graduate program

I’m filling out the IMM 0008 (Generic Application Form for Canada) and I’m confused about how to answer the “Highest level of education” question.

After earning my Bachelor degree, I studied 1 year for Masteral a degree (post-graduate) but I wasn't able to complete it . Should I select "Post graduate - no degree" or just "Bachelor's degree" as my highest level of education?
