Don't take me wrong, but until you're Canadian citizen, you did not elect them.
They took 25k of refugees first because of humanitarian purposes, second because before the elections they promised to provide more jobs for the social sector workers - and now they are accomplishing the promises.
Concerning international students... Well, they are really good source of immigrants, but looks like at the moment the government is focusing on the budget.
They have already admitted more than 300K in 2015 and the target was 280K. And they are exceeding the quota for 2016 at the moment.
So the change is likely to come, but not this autumn or probably even not this year.
