What would be the ECA report of MHRD (Master of Human Resouce Development) degree completed in India?

I have completed MHRD (Master of Human Resouce Development) in india after three years of bachelors degree now planning for canada immigration.
Which assessment agency will consider my degree equivelent to masters degree (WES/IQAS/CES/ICES) as per canadian education standard??
