what would be country of issue when the passport is issued in Canada?

Hi,
I am from India and recently I have renewed my passport in Toronto. On my passport I could see place of issue as Toronto. As part of passport details, what should I enter for 'Country of issue' either Canada or India?.

Country of Issue should be India as your passport is belong to India not Canada. In case if the Form asks Place of Issue, then it should be Toronto.

I have already submitted application with Country of issue as Canada.
do I need to withdraw and resubmit or just send a note to VO informing the same.

I had the same issue. My passport was renewed in toronto so on my work permit renewal application i wrote country of issue as canada by mistake and they ignored it. Although the country of issue should be pakistan. Maybe let it be unless they ask something. Also its obvious if u have an indian passport country of issue has to be india.
