What will be the impact of the upcoming change in immigration rules?

I have been hearing that Canada Immigration rules for Federal Skilled workers are going to change and be effective from 1st May 2010.
If somebody applies before 1st May, then, will the existing rules be applicable to the application?
Or, The application will be re-assessed retroactively with new rules implemented?

Most likely those who apply before May 1st (does that mean postmark, does that mean the date of signing the document, does that mean when CIC receives the documents), will be assessed on the rules before May 1st.

I say this because the rules changed in Feb 2008 and they announced that all new applications will be processed with the new rules and all old applications with the old rules. The old rules came out in Dec 2008. Since they did say already that all post-Feb 2008 applications will be processed on the new rules, they were processed as such.

For those who had applied before Feb 2008 are being process using the old process.

Having said that, it is at the discretion on how to proceed.

I didn't know new rules are coming out in May 2010.

I mean before 1st May, the application has been made to Nova Scotia with all the documents sent with the application.

So far, everything about the rule change is just a rumor. Nobody can give definite answers about the impact. We should wait and see what happens with CIC.

canadavisa.com has reported about the changes which are expected to come in April and May.

On april 10th: CIC has made it clear that all applications made post 10th april need to have IELTS scorecard ready for claiming points at the time of applications.

From 1st May 2010: Some NOC codes are going out and some new are getting in.
Now Which are the new ones coming in and which are going out is a questin mark?
