What to do if the study permit is not received on time? I need to reapply for the same course for fall 2023 intake, but what about the ongoing study permit processing? If the permit is approved, can I enter Canada for my classes in 2023 under an existing POE and then extend my visa with my new LOA?

Yes you can enter but you need revised LOA provided it is same DLI

According to what I've read:

1. If your Visa is valid, you should not have any issues when entering Canada in 2023. Remember, your Visa is what allows you to enter Canada.

2. If you are attending the same program and DLI, you don't need to submit a new application.

3. You do need to submit via webform and show at the POE a new LOA to the Fall 2023 term.

4. Once you enter Canada, the VO should issue the SP based on your new LOA. Your SP is what allows you to study in Canada and it's a separate document from your Visa.

5. If your Visa is issued prior to IRCC receiving your updated LOA, the duration of your Visa will be in line with your original study dates, not the new dates.
